45 an hour 3 days ago 3 days ago 3 days ago DEFINITION Position is responsible for adjudicating Citys parking appeals process in accordance with City ordinances and Massachusetts General Laws and for performing skilled administrative, accounting, customer service and computer application work to support the operations of the Collector/Parking Office.
ESSENTIAL FUNCTIONS Oversees filings of appeals within jurisdiction of Parking Office; reviews appeals, adjudicates, decides and notifies appellants of determination; researches ticketing and handicap placard issues based on appeals.
Prepares department reports, including numbers of monthly appeals, annual number of denied/granted appeals, and other information requested by supervisor and other department heads.
Serves on departmental committee that meets monthly to plan, discuss and alleviate parking related issues in the City.
Oversees parking office operations; communicates with local businesses, other department offices and Mayors Office regarding parking issues at request of or in absence of supervisor.
Takes payments at the counter and through the mail.
Responds to inquiries, requests, complaints from public via counter assistance, phone calls, email and mail; provides varied types of customer service and assistance at front counter.
Recommends ordinance changes related to parking and maintains knowledge of all changes that are implemented; provides opinions on signage and permit displays; researches signage from other municipalities.
Coordinates with parking meter maintenance supervisor and garage staff about parking garage, parking meters and pay stations; requests refunds when appropriate, based on review of problems, and communicates pay station, garage and meter malfunctions to maintenance supervisor for resolution.
Prepares daily bank deposits; closes and reconciles cash drawers Performs similar or related work as required.
MINIMUM QUALIFICATIONS Minimum Qualifications - High School degree, including or supplemented by courses in accounting, bookkeeping and office procedure and from more than one year, up to and including three years, of office experience, preferably in a municipal setting that deals with the public, or any equivalent combination of education and experience, required.
Knowledge, Skills & Ability - Knowledge:
Knowledge of department operations and functions.
Knowledge of Massachusetts General Laws and Northampton City Ordinances governing parking.
Abilities:
Ability to organize and maintain detailed and extensive clerical, financial and statistical records and to prepare reports from those records.
Ability to independently initiate actions and make decisions in support of those policies.
Ability to work effectively under time constraints and meet deadlines.
Skills:
Skilled in word processing and computer applications; interpersonal and customer service skills; verbal and written communication skills; research skills.

INFORMATION This is a full-time 35 hours per week in person position.
Grade AF2E; Hourly Rate Range:
$21.
72-$28.
19 Anticipated Hiring Hourly Rate Range:
$21.
72-$24.
45 All Benefits and privileges consistent with the the Local Clerical American Federation of State, County, and Municipal Employees (AFSCME) Association Collective Bargaining Agreement.

The check will bounce and the victim is left responsible.
